First of all I want to say that dont worry about PR. it is not a accurate measurment of site popularity. try to get more back links from good quality and relevent sites.

It's about the no. of links / link popularity. But you must consider these following guidelines before linking to a site:
-avoid link schemes to increase your site's ranking or PageRank
-avoid links to bad neighborhoods on the Web coz your site may be affected by those kind of links
-prioritize one-way links and related ones

There is no certain formula to calculate the no of PR for the site. You should go for proper SEO for your site like Article Submission, Directory submission, Forum postings etc.that will increase the traffic to your site and your site's PR will be increased.
