There are a lot of speculation on this subject, but the most common views are that it is based on the topography of the site i.e.

1. Paid links are generally put in the footer or sidebars
2. There are also tell-tale words such as "partners" "sponsors" "advertise here" "put your link here" etc.
3. Of course, Google is also relying on snitches to report sites sellling links.

Once the site is suspected of selling links, then it may be flagged for manual review. The purpose is to make sure that the site is really guilty.

Thank's for your reply.

Is there any tool which can show me paid links?

I am not aware of any tools. A major linkbroker requires a file to be uploaded to the publisher's server. I am told that there are ways of detecting it.

if you have a google webmasters account you can report a paid link now. is ridiculous that paid links can be bad because i feel that you should be able to advertise your business. ive seen websites that buy thousands of links and they provide excellents services. those are the types of website that should not be dinged.
