Somewhere on internet I read an article over using unaccepted SEO practices in order to get higher rankings. Please tell me "Black Hat SEO" is really a BAD practice for that????

What is considered as blackhat practice is decided by the search engines themselves alone. There is a huge list of blackhat and greyhat SEO techniques available ranging from link spamming, to keyword stuffing, and automatically generated spam or doorway pages.
I think most people would agree that buying a link is quite innocuous compared to link spamming in forums and blogs by automated software.
