I do not use programs simply because there are so many lists around.

I like using this one: http://courtneytuttle.com/blogs-that-follow/

I find that that list is more than enough and after commenting in those blogs, it is time to move onto other strategies.

You can find those blogs by using Google. You can also use commenttkahuna. A free software that enables you to find blogs and comment in one interface.

Like everyone said, pinging a blog basically means checking a blog for any updates. For example, if you have a blog you will ping a blog search engine to let it know that you have made a new post. The search engine can also ping you to check for new posts.
