I do not use programs simply because there are so many lists around.

I like using this one: http://courtneytuttle.com/blogs-that-follow/

I find that that list is more than enough and after commenting in those blogs, it is time to move onto other strategies.

I just search Google for blogs that follow. Blog commenting is the second effective way to build backlinks, next to forum posting and directory submission.
